On June 11 the U.S. Department of State began applying tougher restrictions on Chinese graduate students planning to study aviation, robotics, and advanced manufacturing. While most visas are issued for the longest possible length of time under law (usually 5 years), the new policy allows U.S. officials to put a one-year cap on visas for Chinese graduate students.
The rationale for the change was explained in the National Security Strategy Report issued last December by the Trump administration. According to the report, “The United States will review visa procedures to reduce economic theft by non-traditional intelligence collectors. We will consider restrictions on foreign STEM students from designated countries to ensure that intellectual property is not transferred to our competitors, while acknowledging the importance of recruiting the most advanced technical workforce to the United States.”
Many experts see the visa restriction as part of Trump’s larger trade and technology war with China. Indeed, the Computing Research Association (CRA), along with a host of educational organizations, isn’t buying the administration’s explanation. According to a CRA statement:

The CRA warned that the visa restriction could significantly impair U.S. leadership in robotics. “The U.S. already is competing with a number of nations in Asia and Europe for international leadership in robotics. Our competitors in Europe, Korea, and Japan will welcome the influx of talent from international students, including those from China, who are discouraged from studying in the U.S. as a result of this policy.”
